Initialize SAVED_DEFAULT_SEND_REDIRECTS in init.ddebian/2.2.1-5
Set SAVED_DEFAULT_SEND_REDIRECT=0 before checking if we are playing
with sysctl, otherwise checking its value later in the script would
fail.
